MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF JULY 19, 2004


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.

There was no representative from the Monterey News present.

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items. Forbes presented the Board with a contract with an engineering firm in the amount of $14,000 to design the drainage plan in anticipation of paving Fairview Road, for a total of $89,900, which would come from the Highway Department budget. It was noted that Selectwoman Miller expressed the need for more information and abstained from signing the contract.

·       The Board met with Chief Gareth Backhaus to review Police Department items.

·       The Board met with the members of the Planning Board to discuss correcting the Town’s Zoning ByLaws.  It was asked that all new booklets contain the printing date on the cover in order to avoid confusion.

·       Janet Cathcart requested the Town sponsor the fireworks for Lake Fest.  The Board has asked the Association to look into event insurance.

·       The Select Board asked Administrative Assistant Bonnie Tedder to look into purchasing a typewriter.

·       Selectman Storch visited Berkshire Taconic Foundation regarding the McLaughlin-Wilson Scholarship  Fund.  Storch noted the local newspaper combined the Monterey’s scholarship with three other area scholarships whose contribution was nowhere near the amount Monterey was donating, specifically, $58,200.  Storch further indicated the Town was deserving of their own article, and should have been advertised while school was in session.  The Board indicated they would talk to other members of the Scholarship Committee to ask them to confront the Taconic foundation with these matters.

·       The Board met with Don Torrico to discuss building permit issues.  The Board inquired about the status of the Stop Work Order on the Andrus property along Main Road, and asked that  the Commissioner act as soon as possible on the matter.

The Board unanimously voted to retain Jerry Scully from Hugh Cowhig’s office to represent the Town for the Jaffe filing before the ZBA.  The Select Board asked the Town Administrative Assistant to ask Scully to attend the Board of Appeals hearing

on July 21 and asked Don Torrico, Monterey’s Building Commissioner, to deliver the entire file to Scully’s office.  

·       The Board unanimously voted to keep Jerry Scully Esq. active on the Germain case for the Board of Health.

·       The Board approved the hiring of a representative from Land Use Inc. for the sum of $500 to facilitate a community conversation at a public meeting scheduled for August 16 at 7 p.m.

·       Selectman Storch asked that the Administrative Assistant look into procurement for the possible  replacement of Virtual Town Hall, the current web provider for the Town’s web site.  Storch indicated Pam Johnson would be a good candidate and has indicated she offered to donate her time in designing a new web site.

·       The Select Board set the public hearing on the petition of Massachusetts Electric Company and Verizon New England Inc. for joint or identical pole locations for August 2, 2004.

·       The Board voted unanimously to appoint Reena Bucknell as an officer of the Police Department.

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of July 12, 2004, were approved with one change.

·       It was unanimously voted that the meeting be adjourned (12 noon).
